Shoreham Inspection 50-322/89-91

This letter transmits the report of the Team Inspection conducted by members of

this office during the week of September 18 - 22, 1989 at the Shoreham Nuclear

Power Station. The inspection consisted of document reviews, interviews, and

observation of activities to document and assess resource reductions at Shoreham.

The results were discussed with members of your staff at the conclusion of the

inspection.

Overall, the team concluded that activities at Shoreham are being conducted

safely. However, we have determined that your position on Technical Specifi-

cations for the defueled condition requires further NRC review for completeness

of applicable requirements and consistency between other facilities considering

decommissioning. We recognize that your classification of systems as well as

applicable surveillance and maintenance activities are dependent upon the results

of our review.

We also recognize that certain technical issues concerning equipment preser-

vation present unique challenges to your staff and to our inspection program.

The inspection team found your approach to resolving these issues reasonable,

although far from complete. We will continue to monitor your progress in this

area.

The team also confirmed significant reductions in your staffing plan at Shoreham.

The staffing levels were found adequate for the planned activities at Shoreham.

We understand that you have committed to promptly notify Region I of any

substantial variations from the staffing plan assessed by the inspection team.
