Dear Mr. Mason:
- This letter acknowledges receipt of your letter to Mr. Ray Cilimberg dated November 20, 1909, in response to telephone conversations between you, Mr. Ciliraberg, and me on November 20, 1989, concerning IN 09-56 and Heredith Corporation (PVN). You enclosed documentation on material supplied to Adroit by PVN which Adroit subsequently supplied to the Boston Ecison Pilgrim nuclear power plant.
I The documentation indicates that the PVN supplied material does not meet the tensile strength requirement of ASTM A 516, Grade 70 as certified by PVN Certificate.of Conformance 002663, dated August 15, 1988. The nonconforming tensile strength was revealed by the verification testing that Adroit initiated at Massachusetts Materials Research, incorporated. Your action in identifying
-the nonconforming material, requesting its return from Boston Edison and notifying
-the NRC of the deviation is commendable.
