Dear Mr. Czapor:
We have received your letter of October 31, 1989, requesting a meeting with the U. S. Nuclear Regulatory Commission (NRC) regarding the proposed issuance of a full term oserating license (FTOL) for Oyster Creek.
In your letter you indicated t1at you have both safety-related and environmental concerns that you would like to discuss with the NRC before the Conunission formally considers the FTOL.
You suggested a meeting to discuss the Oyster Creek FTOL review process and the issues enclosed with your letter. We would be pleased to meet with you regard.

I suggest that the meeting be held at our headquarters offices in Rockville, Maryland, to ensure the availability of appropriate technical staff. However, we are amenable to a meeting in your office if necessary.
Prior to our meeting, it would be helpful if you could provide us with a brief description of any specific points of concern for the topics you wish to discuss.
We look forward to meeting with you. Marie Miller, who is the Regional State Liaison Officer, will contact Jill Lipoti, Assistant Director for Radiation Protection Programs, to arrange the meeting in the near future.
