" Memorandum and Order Authorizing Issuance of A License Amendment Permitting Return To Power With Up To Six Degraded Tubes Sleeved Rather Than Plugged," are copies of a November 6, 1981 letter l from Licensee to Harold R. Denton, submitting the " Point Beach Nuclear Plant Sleeve Design, Results of ASME Coda Fatigue and Stress Analyses" ("Results of Analyses"). Also enclosed are copies of the affidavit of W. D. Fletcher in support of those analyses.

The proprietary material for which with-holding is being requested by Wisconsin Electric Power Company is of the same technical type as that submitted in the " Point Beach Steam Generator Sleeving Report for Wisconsin Electric Power Company, WCAP-9960 (Proprietary)" (" Sleeving Report"). The affi-davit AW-80-53 submitted in support of the Sleeving Report is equally applicable to the enclosed material.
