Dear Mr. Denton:

LILCO met with the NRC staff on July 22, 1980 to discuss the Technical Support Center proposed for Shoreham. At that meeting, LILCO submitted a document entitled DESIGN CRITERIA AND DESCRIP-TION, TECHNICAL SUPPORT CENTER (TSC) FOR THE SHOREHAM NUCLEAR POWER STATION (ref. SNRC-486, dated July 21, 1980). These TSC plans called for the use of an existing area on the second floor of the Security Building. The design satisfied the f .tetional criteria of the existing NRC guides; NUREG-0578, NUREG-0694, and the NRC clarification letter dated November 9, 1979. We solicited your timely approval of that proposal in order to e"oid potential licensing and construction schedule impacts.

Coincident with the development of NUREG-0696, FUNCTIONAL CRITERIA FOR EMERGENCY RESPONSE FACILITIES, our correspondence with your office (ref. SNRC-506 dated September 16, 1980) emphasized the importance and necessity of receiving your timely evaluatioit of the proposed Shoreham TSC. Our appraisal of the initial dratt of NUREG-0696 was also advanced via SNRC-506 to facilitate your re-view. Formal publication of NUREG-0696 did not take place until February 1981.

Our latest effort addressed NUREG-0737, CLARIFICATION OF TMI ACTION PLAN REQUIREMENTS; specifically, LILCO provided additional information with respect to the TSC data set in response to TMI Action Plan Requirement III.A.1.2, Upgrade Licensee Emergency 30J

Mr. Harold R. Denton June 26, 1981 Page 2 SNRC-588 Response Facilities (ref. SNRC-579, dated May 29, 1981). The May 29th submittal refined the proposed Shoreham TSC design details. Amid the profusion of evolving requirements and guide-lines, it became necessary for LILCO to accelerate the design and procurement cycle in order to support the construction schedule.

On May 12, 1981, we met with your staff and reviewed the present TSC requirements. During that meeting, the following agreements were reached with Messrs. J. Ramos and J. W. Wilson ".sf ytar staff:

1. The TSC in the Security Building is acceptable on an interim basis until April 1, 1983. This consider-walking distance and habitability.
2. NRC requires completion and operation of the new TSC by 4/1/83, but does recognize this date must be somewhat flexible if unforeseen problems develop.
3. The Plant Process Computer is acceptable for data acquisi-tion for the interim TSC.

The above agreement was reflected in our May 29th submittal and we are proceeding with engineering, design, procurement, and construction. This letter is written to formally document the understanding reached with your staff. If additional information concerning the TSC is required, please do not hesitate to contact thig office.
