Dear Mr. Cavanaugh:
By letter dated flovember 20, 1980, we requested that you submit liccase amendment applications to incorporate applicable portions of our revised Standard Technical Specifications concerning snubbers into your Appendix "A" Technical Specifications.
Your response by letter dated April 1,1981, was that you proposed to wait for the inclusion of the ASME Comittee on Operations and Maintenance standard for in-service testing of nuclear plant snubbers (OM-4) into Section XI of the ASME Code and then reference that document in your Technical Specification.
l We have been following the development of the OM-4 standard through our representative on the comittee. The current draft standard is not acceptable to us and we are not awam of further effort which would make it acceptable to us. Further, considering the mechanics of Code revi-siens through development, balloting,ia proposed standard could become revisions and reba110 ting we believe it could be at least two years before l
a part of the Code and endorsed by the NRC.
Due to the uncertainty of having an acceptable code requirement for in-service inspection and testing of snubbers in the near future we consider l
it necessary to implement acceptable Technical Specifications now. There-l fore, we request that you submit license amendment applications to incor-porate the applicabic portions of the model Technical Specifications into your Appendix "A" Technical Specifications 'within the next 30 days.
