Dear Administrative Judges:
%[p Enclosed is a Joint Motion to Approve Stipulation executed by Intervenor Environmental Coalition on Nuclear Power, the NRC Staff, and the Licensee.
Attached to the ittion are the following documents:
" Stipulation Regarding Settlement of Issues" (with attached letter to Dr. Johnsrud, ECNP, from Ms. kidgway, counsel for Licensee, dated October 14,1980);and proposed " Order Granting Joint Motion to Approve Stipulation."
.The moving parties respectfully request the Licensing Board to grant the Joint Motion.
Assuming Licensirig Board grant of the Joint Motion, there will remain pending before the Board for admission in this proceeding proposed Contentions 1, 3, 4, and 6 from the " Supplement to Request for Hearing by the Environnental Coalition on Nuclear Power" (June 23,1980). The Licensee and Staff intend to continue to attempt to negotiate with ECNP a stipulation for withdrawal of these remaining proposed contentions.
Should the Licensee and Staff conclude that such efforts are no longer productive, we will so advise the Board and p opose a date for the filing of responses on the admissibility of these proposed contentions.

<- - As indicated by our letter to Dr. Lochstet, dated June 11, 1981 (copies of
- which were sent to the Board), the Licensee and Staff are also actively pursuing bases for settlement of his remaining two proposed contentions. We are hopeful that these discussions will lead to a stipulation for withdrawal of the proposed contentions.
