APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Peach Bottom Atomic Power Station License Nos. OPR-44 and DPR-56 Docket Nos. 50-277 50-278 As a result of the inspection conducted on January 12-15, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),

the following violation was identified.

Section 6.8.1 of the Technical Specifications recaires that procedures shall be established, implemented, and maintained that meet the requirements of Appendix "A" of USNRC Regulatory Guide 1.33.

Section 6.8.2 of tha Technical Specifications requires that each procedure required by Section 6.8.1 of the Technical Specifications be reviewed by the PORC and approved by the station superintendent prior to implementation...

R2gulatory Guide 1.33 requires procedures for both the operation and calibration of instrumentation used for radioactive effluent analyses.

Contrary to the above, as of January 15, 1981, the written procedure for the calibration of the computer based gamma spectroscopy system used for effluent analyses, was not reviewed and approved as required by Sections 6.8.1 and 6.8.2 of the Technical Specifications.

This is a Severity Level V Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act gf 1954, as amended, this response shall be submitted under oath or affirmation.
