DESCRIPTION OF EVENT

On May 29, 1981, with Unit No. 2 at 100% power, fuel oil transfer pump 1B suction valve,1-EE-14, was fou..d to be closed, this is contrary to Tech. Spec. 3.16.A.5 and is reportable per Tech. Spec. 6.6.2.b.(2). Transfer pump 1B is one of two fuel oil pumps that supplies fuel oil to the #2 EDG wall tank. The suction valve had been closed for less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, therefore in accordance with Tech. Spec.

No. 2 EDG remained ope rable throughout.this event.

PROBABLE CONSEQUENCES AND STATUS OF REDUNDANT EQUIPMENT:

The Emergency Diesel Generators provide power to vital equipment in the event of a loss of of f-site power. The redundant fuel oil flow path No. 2 EDG remained operable throughout this event. Therefore, the health and safety of the public were not affected.

CAUSE

The valve had been closed while dewatering the fuel oil storage tanks at described in LER 81-033/03L-0.

ImiEDIATE CORRECTIVE ACTION:

The suction > valve, 1-EE-14, was opened.

5.

SUBSEQUENT CORRECTIVE ACTION:

None required.

6.

ACTION TAKEN TO PREVENT RECURRENCE:

Operating personnel have been provided instructions regarding the control systems during abnormal situations.
