Areas Insoected:

Implementation of 10 CFR Part 50 Appendix B criteria and applicaole coces and standards, including handling, storage and shipping.

The inspection involved a total of 20 inspector-hours on site by one NRC inspector.

Results:

In the one area inspected, one nonconformance was identified.

Nonconformance:

Handling, Storage and Shipping - Measures; such as instruc-tions or orocedures, have not been established to control str., rage, preserva-tion and inspection of the completed reactor vessel for Black Fox Unit 1, while it is being stored prior to shipment.

(Notice of Nonconformance).

Op er Significant Items:

RSV-A has been instructed by their customer to scure anc maintain the reactor vessel for Black Fox Unit 1.

The original ship date (Januar/,1981) has been revised and is now expected to be July, 1981.

The vessel has been stored outside since February 2,1981.

Work has stopped on the Black Fox Unit 2 reactor vessel.

The only fabrication activity that has occurred since October, 1980, (the last NRC inspection) has been the completion of the drilling operation on the ' top head flange 8106300 l$

Resolution of the fabrication status is expected to be received from RSV-A's customer during April,1981.

Handling. Shicoing and Storage 1.

Objectives The objectives of this area of the inspection were to verify that:

Procedures had been established for storage, preservation, and inspection of the completed reactor vessel, and that these pro-cedures were consistent with applicable regulatory, code and contract requirements, b.

The above procedures had been effectively implemented.

Review of master traveler 30822-50000-0124-000, " Closure Head,"

applicable to cleaning and painting the exterior of the closure head.

Review of master traveler 30822-50000-0125-000, " Closure Head" applicable to preserving the closure head for transport.

Findings a.

Nonconformance See Notice of Nonconformance The procedures dealing with handling and storage pertain to items during the manufacturing process, and not long term storage after the vessel has been completed.

RSV-A's customer has directed that the completed reactor vessel is not to be shipped until July,1981.

The need for use of the manufacturing area occupied by the com-pleted reactor vessel necessitated movement of the vessel to outside the facility.

The vessel's total expected time in outside storage will be approximately six months.

Procedures have not been developed to provide for storage, pre-servation, and inspection of the reactor vessel during outside storage.

Visual observation by the NRC inspector disclosed entrapped water in various flange areas and the beginning stages of corrosion.

Exit Meeting An exit meeting was held on March 25, 1981, with the management representa-tives and the Authorized Nuclear Inspector denoted in paragraph A.

The NRC inspector summarized the scope and findings of the inspection.

Management acknowledged the statements of the NRC inspector with respect to the findings as presented to them.
