Dear Mr. Hill:
Enclosed is information on evacuation time esti=ates within the plume exposure pathway.
The general assumptions in this information on our =ethod of determining roadway capacities of 500 vehicles per hour was received from the State Bureau of Disaster Preparedness.
The traffic capacity of the road network has been reviewed by the Citrus County Enginee:. The information on the road network should take into consider-ation that should evacuation problem arise, SR44 and other roads in the network can be converted into one way evacuation routes. Emergency vehicles entering the area would utilize the road shoulders for emergency purposes. A very limited number of the general population is within 5 miles of the plant.
Sirens have now been installed to warn all residents within the 5 mile radius. Four (4) other sirens within the EPZ are also tone activated and capable of warning the general populatier, within minutes E3S will broadcast specific instruction to the public and the system will be used for flooding, hurricanes, tornadoes, etc.
The adverse weather conditions take these into consideration in addition to rain, fog and thur '.erstorms.
The evacuation will be sequential with warning, E35 instructions and protective actions to be taken, to include evacuation. Since most of the population lives near the boundary, on-road travel and delay times are minimal. Other SR 44, Citrus County has adequate capacity fixed routes and in the event of an accident on traffic queue, alternate routes would be designated. Civil Air Patrol vill observe evacuation and assist in confirmation.
