/x REQUEST FOR LICENSE AMENDMENTS - ADMINISTRATIVE CHANGES

Dear Mr. Ippolito:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2. These changes are all administrative in nature and are briefly described below.

Reactcr Vessel Level Instrumentation Zero P_o_ints - Unit No. 1 The changes to technical specifications for this modification are to establish new vessel Icvel setpoints to be consistent with a new common instrument zero level. The establishment of common zero level for all reactor vessel level instrumentation is called for as TMI Action Item II.K.3.27 in NUREG-0737. No change in actual water level for any function is involved in this change and it is therefore con-sidered to be a purely administrative change to the unit Technical Specifications.

This modification is being made during the current BSEP-1 outage. Revised Technical Specifications are needed prior to "tartup which is currently scheduled for June 22, 1981.

This change has been completed on BSEP-2. Refer to CP&L's March 11, 1981 submittal and to Amendment No. 56 (dated March 20, 1981) to License No. DPR-62.

Mr. Ippolito June 11, 1981 Inclusion of Low Level #1 Instrument - Both Units The Low Level #1 instrument (B21--N042--) has not previously been included in the BSEP Standard Technical Specifications in the in-strumentation tables for the Automatic Depressurization System (ADS).

This administrative oversight has been corrected in the attached revised Technical Specification pages for both Brunswick units.

Digital to Analog'(D/A) Instrumentation Modification - Unit No. 1 On November 19, 1979, CP&L filed a request for Technical Specification changes to replace certain digital instrumentation with analog loops. In response, NRC issued a Safety Evaluation Report (SER) supporting Amendment Nos. 26 and 50 on March 14, 1980. The SER stated that the proposed plant modifications were technically acceptabic and that CP&L'would periodically submit administrative Technical Specification changes to revise instrument designations for those systems which had the D/A modification completed.

The remainder of the attached revised Technical Specification pages reficct instrument number designation changes for analog instru-l ments which will be installed before the end of the present outage.

I Plant procedures are being . revised for the new instrumentation, but surveillance intervals and other requirements will remain in accord-ance with the current Technical Specifications until the requested changes are issued by NRC.

' CONCLUSION j The revised Technical Specification pages reflecting the changes

! described above are attached, and the changes are indicated by vertical lines in the right-hand margins. These changes are administrative in l nature and thus constitute one Class I amendment and one Class II amendment in accordance with 10CFR170.22. Accordingly, our check for $1600 is i enclosed.
