This refers to a meeting between Mr. Eugene R. McGrath and members of his staff and Mr. George H. Smith of this office and other members of the Region I staff at the Indian Point site on June 6, 1981, and to a telephone conversation between Messrs. William Thompson and Smith on June 10, 1981.
With regard to the matters relating to emergent preparedness discussed at this meeting, we understand that you will undertake and complete the following actions:
1.
Revise your emergency organization to provide for all emergency functions required during initial, intermediate.and final phases of augmentation. Your site Emergency Plan (and implementing procedures) shall be updated as necessary to be consistent with the revised organization. The updated description in the Plan shall include a sufficient level of detail to: completely and unambiguously delineate
' the command hierarchy; clearly specify its structure, reporting chains and inter-relationships at any phase of augmentation and include supervisory as well as non-supervisory elements.
This will be accomplished no later than July 1, 1981.
2.
Incorporate the Corporate Emergency Response Plan (CERP) into the site Emergency Plan by additional reference and further define and clarify the command hierarchy, reporting chains and working inter-relationships between the corporate organization and the onsite emergency organization.
This will be accomplished no later than J iy 1, 1981.
3.
Develop and implement a formal, centralized training / retraining program for all individuals within the revised emerjency organization.
This training shall focus on the specific functional duties assigned to each individual. This training program shall include approved lesson pians, performance objectives, practical exercises, tests, l
records of attendance, documentation, etc. as needed to ensure effective i
emergency response training.

Conduct additional training of a sufficient number of persons to implement the revised emergency response scheme described above. This will be accomplished no later than August 15, 1981.
4.
Provide approved lists of personnel in the emergency organization segregated by individual training qualification which reflect each functional area specified within the revised emergency organization.
These lists shall identify the current training status of each individual.

Modify interim facilities, equipment and procedures for post-accident sampling and analysis during emergency conditions (e.g. primary coolant samples, containment atmosphere samples, and samples of plant vent effluents) to improve sample location,. accessibility, and provide for i
further dose reduction to personnel while obtaining, transporting and analyzing samples.
Improvements for primary coolant sampling and plant vent sampling f
systems will be accomplished by no later than August 15, 1981. The date for completion for the containment atmosphere sampling system l
will be transmitted to USNRC Region I, on June,26, 1981; this date will.be no later than October 15, 1981.

Provide for additional dedicated equipment (e.g. survey instrumentation, i
air samplers, respirators, protective clothing, dosimetry, tools, etc.) within the protected are for:
search and rescue, in plant surveys, repair and corrective actions, and on-site (out-of plant) surveys. Such equipment shall be strategically located for immediate use, and selected to fit the response needs of the various acciuent scenarios.
