NOTICE OF VIOLATION Yankee Atomic Electric Company Docket No. 50-29 License No. DPR-3 l
i As a result of the inspection conducted on February 1, to February 28, 1981, and l
in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

10 CFR 20.201 " Surveys" states, in Section (b), "Each licensee shall make t
or cause to bc made such surveys as may be necessary for him to comply with

the regulations in this part."

10 CFR 20.203(c) states, "High radiation areas.
(1) Each high radiation i
area shall be conspicuously posted with a sign or signs bearing the radia-1 tion caution symbol and the words: CAUTION HIGH RADIATION AREA."
l 10 CFR 20.202(b)(3) states that, a "High Radiation Area" means any area, accessible to personnel, in which there exists radiation originating in whole or in part within licensed material at such levels that a major portion of the body could receive in any one hour a dose in excess of 100 millirem.
Technical Specification 6.11 " Radiation Protection Program" states, Pro-l cedures for personnel radiation protection shall be prepared consistent with requirements of 10 CFR Part 20 and shall be approved, maintained and j

adhered to for all oeprations involving personne' radiation exposures.
t OP-81-01 " Plant Radiological Surveys" states, "The detection and measure-l 4
ment of direct radiation, contamination and airborne radioactivity within the plant exclusion area must be perfonned effectively to minimize per-l sonnel exposures and the spread of contamination."

. Contrary to the above, Surveys to assure compliance with 10 CFR 20.203(c) were not made, in that l
the most recent survey of the radiological waste drums located outside the j
"Old PCA Storage Area", performed on-January 28, 1981, indicated a maximum direct radiation intensity of 50 millirem per hour.
Radiation levels i
measured in this area on February 4,1981 were as high as 200 millirem per j
hour, general area and 800 millirem per hour on contact with some drums.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Yankee Atomic Electric. Company is here5y required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply including;
- 1) the corrective steps which have been taken and the results achieved;
- 2) corrective steps which will be taken to avoid further violations; and
- 3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be subnitted under oath or affirmation.
