Mr.'R.R. Kaimig May 29, 1981 J2ACEMENT A Response to Inspection #50-219/81-03 The following information provides a response to the " Notice of Violation" contaired in the CSNRC letter dated May 5, 1981, regarding Inspection No. 50-219/81-03.
Violation: Technical Specific:2 tion 6.11 states, "ProcedtLms for persorrel radiation protection shall be prepared consistent with the requirements of 10 CR Part 20 and shall be approved, maintaired ard adramd to for all cperations involving persenrel radiaticn e.w sure.
Procedure 903.2, "Perscrral Manitoring," Favision 13, dated April 30, 1980 states in part, "[A] self reading dosimeter [is] required for : All perscns entering the Radiaticn Control Area....Perscns cct requiring dcsimetry must sign the Dosi.etry Exception 'wg as an acknowledgement that they are not authorized to enter the Radiation Control Area."
Centrary to the abcVe, on Fecruary 24 and February 25, 1981, a total of 73 visitors entered the facility with-cut receiving self reading dosimeters or signing the Dosimetry Exception Icg.
Response
The foregoing statement is correct as stated. The seventy three (73) visitcrs referred to, were not re-quired to be issued dcsimetry under the provisiens of 10 GR 20.202 (a) (1).

In addition a tengorary change has been made to procedure 903.2 " Personnel Dosimetry" which deletes the "Desimetrf Exception Icg."
Tre security visi'wrs sign in Icg (Procedure 1114) was revised to include prohibition of persenrel withcut dcsimetry in the Padiation Control Area.
As a result of the abcve actions, visitors withcut Picture Badges are not allcwed on site withcut signing a statement acknowledging the awareress of desimetry requirements. Visitors with Picture d ges a

Corrective sters which have been taken to avoid #urther violatiens:
