Dear Mr. Keppler:
Reference (a) contained the results of inspections conoucted by Messrs. J. E. Kohler and J. R. Waters on February 28 through April 15, 1981, of activities at Zion.
During that inspection certain activities appeared to be in non-compliance with NRC requirements.
Attachment A to this letter contains Commonwealth Ecison's response to the Notice of Violation.
To the best of my knowledge and 6elief the statements contained in the attachment are true and correct.
In some respects these statements are not bried on my personal knowledge but upon inf ormation f urnished by other Commonwealth Edison employees.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

4 NRC Docket 50-295 ATTACHMENT A RESPONSE TO NOTICE OF VIOLATION VIOLATION As a result of the inspection conducted on February 28, 1981, to April 15, 1981, and in accordance with the Interim Enforcement policy, 45 FR6754 (October 7, identfieo:
1980), the following violation was, Technical Specification 10CFR50, Appendix J.Section III.A st..es in part that "during the period between initiation of the containment inspection ano performance of the Type A test, no repairs or aoJustments shall be made so that the containment can be tested as close to the "as is" condition as possible".
in Contrary to the above, the licensee reduced the 1A main steam line header pressure on fiarch 11, 1981, at 10:30 p.m. during the official data taking portion of the 1981 Unit I Containment Integrated Leak Rate Test.
(See paragraph 5.C.(2)).
This is a Severity Level V Violation.
CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED The initial integrated leak rate was h'igh and several o..ferent methods were used to locate the leak.
Pressurizing the steam line headers to a pressure greater than containment pressure was the method used to determine if the steam generator upper manway covers were leaking.
After pressurization the leak rate did not improve thus inoicating that the manways were leak tight.
The mtlor leak was found and repaired shortly after tha headers were pre.aurized.
Station management felt it prudent to oepressurize the main steam headers so that if a leak subsequently developed in the manways it would be detected.
The action taken was in a conservative direction and did not actually alter the "as is" condition of the containment i
or affect the leak rate.
CORRECTIVE ACTION TAKEN TO AVOID FURTHdR NONCOMPLIANCE:
Proceoure TSS 15.6.10A, Type A Containment Leak Rate Test, will be reviseo to include a precaution which will prevent repairs or aojustments to systems and structures which form the containment boundary.
DATE OF FULL COMPLIANCE The proceoure will be revised by June 29, 1981.
No Type A tests will be conducted before that time.
