Inspection 50-271/80-19

This refers to your letter dated March 16, 1981, in response to our letter

dated February 12, 1981.

Based on a May 7, 1981 telephone conversation between Mr. William Conway,

Vice President and Manager of Operations, and Mr. Robert Gallo of this office,

regarding Item A of our letter dated February 12, 1981, we understand that,

with regard to the system valve lineup check off lists (COLS), Vermont Yankee

acknowledges that the use of certain valve lineup COLS without prior approval

was contrary to Technical Specification 6.5.C, which states:

" Procedures....shall be reviewed and approved

by ....the Manager of Operations."

We also understand that the following actions will be undertaken to. avoid

recurrence.

1.

Management policy will be changed to preclude the practice of releasing

" advance working copies" of documents required to be approved per Technical Specification 6.5.A, C, and D.

2.

Appropriate training will be conducted such that plant management is

advised of this change in policy.

These actions will

be examined during a future inspection of your licensed

program.

If our understanding is incorrect, please contact this office within

seven days.

Your cooperation with us is appreciated.
