Dear Mr. O'Reilly:
It has recently been noted that Duke Power Company Oconee personnel have not met a commitment made in the response to Inspection Report 80-32, -28, -25.
This commitment was to implement procedure changes on the unit startup pro-cedures which would verify operability of the Emergency Power Switching Logic prior to heating up above 200 F.
This commitment has not been met because there is no present method for an Operator in the Control Room to verify that the EPSL is operable.
This was not realized until after the commitment was =ade.
Duke Power Company's Design Engineering Department is currently performing a study on the EPSL Operability Indication.
This study should be completed by July 1, 1981.
Duke Power will provide a new status or co=mitment date after the study is completed.
