Gentlemen:

This refers to the routine safety inspection conducted by Messrs. G. C. Wright

and M. E. Parker of this office on March 10 through April 9,1981, of activities

at the Big Rock Point Nuclear Power Plant authorized by NRC Operating License

No. DPR-6 and to the discussion of our findings with Mr. C. J. Hartman at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and it,-

terviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as specified in enclosed Appendix A.

A

written response, submitted under oath or affirmation, is required.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public Document

I

Room, except as follows.

If the enclosures contain information that you or

your contractors believe to be proprietary, you must apply in writing to this

office, within twenty-five days of the date of this letter, to witnhold such

information from public disclosure. The application must include a full state ~

ment of the reasons for which the information is considered proprietary, and

should be prepared so that proprietary information identified in the application

is contained in an enclosure to the application.
