ENCLOSURE SEQUOYAH NUCLEAR PLANT UNIT 2 PORV OPERATING TIME SQRD-50-328/81-35 10 CFR 50.55(e)

FIRST INTERIM REPORT Description of Deficiency The operational time requirement for the pressurizer PORV is two seconds maximum as stated in the FSAR (section 5.2.2.4.2).

However, the actual operating time for the Copes-Vulcan PORV installed in unit 2 has been showr; during preoperational testing to be approximately five to six s econds. The Westinghouse analysis of cold overpressurization transients assumed a PORV operating time of two seconds. Therefore, the current operating time of five to six seconds could have resulted in RCS pressure transients (which the low temperature overpressurization provisions were designed to prevent) outside the analysis. Tne deficiency is thought to be caused by excessive airflow restriction. The PORV's at

-Sequoyah Nuclear Plant (SNP) unit 1 and Watts Bar Nuclear Plant are Masoneilan valves such that this applies only to SNP unit 2.

Corrective Action TVA has proposed to modify the valve actuator to allow for less airflow restriction to the diaphragm actuator.

TVA is awaiting Westinghouse approval of the proposal, after which the valves will be modified and retested.
