Dear Sir:
Attached are three. signed originals and 40 conformed copies of License Change Application 73 requesting amendment of Operating License NPF-1.
This License Change Application has been evaluated to be a Class III amendment request and a check for $4,000 is attached in accordance with 10 CFR 170.
PGE has transmitted a copy of this request to the Oregon Department of Energy for their consultation.
Also attached is one signed copy of a Certificate of Service for License Change Application 73 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Depart-ment of Energy.
This License Change Application is being submitted in response to the NRC letter dated November 20, 1980, which requested Technical Specifica-tion revisions for snubber surveillance.
Inasmuch as the internal review and approval of this LCA has taken longer than expected, it is being submitted after the date requested in the aforementioned NRC letter.
However, the additional time has led to an improved change request, and 8106110 M f
