Dear Mr. Stello:
Pursuant to the discussion on May 29, 1981 between your Mr. C. Hale and Messrs.
P.
Jordan, G. Murphy, and E.
Tolley of Brown & Root, Inc., this letter provides early notifica-tion of a concern which Brown & Root is currently evaluating for reportability pursuant to 10CFR21.
Our concern relates to the installation and use of expansion anchor bolts supplied by Hilti, Inc. of Tulsa, Ok. to the South Texas Project, units 1 and 2.
Brown & Root, Inc. of Houston, Texas is the Engineer and Constructor of the South Texas Project located near Bay City, Texas.
A testing program for Hilti expansion anchor bolts was recent-ly completed at the South Texas Project.
The program was performed jointly by Brown & Root and an independent test agency with surveillance by Brown & Root Quality Assurance.
The purpose of the test included a determination of bolt capacities. in tension and shear for varying embedment depths in standard design mixes of concrete and grout..
The prelim-inary test results indicate that ultimate capac.'. ties for %
inch and 35 inch bolts embedded in concrete are marginally less than the capacities published in the Hilti design manual.
Of greater concern is that the test results for bolts embedded in grout indicate ultimate capacities significantly less than the Hilti published values.
Hilti has been advised of our preliminary test results.
Also, Houston Lighting & Power Company has notified your Region IV office of this matter pursuant to 10CFR50. 55 (e).
Brown & Root has noted that the capacities presented in the Hilti design manual are based on embedment in concrete with 3/4 inch aggregate.

a standard construction practice, expansion anchor bolt embedment in grout at other nuclear facilities based on published values for concrete embedment may have occurred without a conscious recognition of the performance of an expansion anchor / grout system.
Brown & Root is currently reviewing the final test report issued by the test agency on May 29, 1981.
The information and results presented in the test report will be evaluated for safety significance.
We expect to provide the Nuclear Regulatory Commission with the results of our evaluation by July 17, 1981.
To date, Brown & Root has not identified a safety hazard at the South Texas Project.
Due to the com-plexity of the concerns, lack of historical test data, and time required for study of the test report, our evaluation will excend beyond the near term.
This early nc tification is provf.. Sed because of potential generic applicability of our concerns to other facilities.
Our action is taken with the Nuclear Regulatory Commission in accordance with our

understanding of the intent of 10CFR21.
