APPENDIX A NOTICE OF VIOLATION Virginia Electric -

uwer Company Docket Nos. 50-338 & 50-339 North Anna License Nos. NPF-4 & NPF-7 As a result of the inspection conducted on March 23-27, 1981, and in accordence with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.

Appendix B Technical Specification 5.3.2.2.a requires that an audit of the conformance of facility operation to the provisions contained within the Environmental Technical Specifitions and applicable license conditions shall be completed at least once per 12 months.

Contrary to the above, inspection of audits conducted during calendar years 1979 and 1980 disclosed the findings listed below.

Audit of the conformance of facility operation to the provisions contained within Environmental Technical Specification 3.2, which defines the radiological environmental monitoring requirements, was not completed during calendar year 1980.

2.

Audit No. N-79-38 of the radiological Environmental Technical Specification 3.2 was inadequate based upon failure of the audit to include radiochemical analyses of environmental samples required by the sub, ject specification provisions.

This is a Severity Level V Violation (Supplement VII E).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within twenty-five days of the date of this Notice, a written state-ment or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
