Gentlemen:

This refers to the special investigation performed by Messrs. C. H. Weil and

J. E. Foster of this office on May 14-15, 1981, of activities at the Prairie

Island Nuclear Generating Plant, Unit 2, cuthorized by NRC Operating License

No. DPR-60 and to the discussion of our findings with Mr. F. Tierney and

others of your staff on May 15, 1981.

The enclosed investigation report identifies the areas examined during the

investigation. Within these steas, the investigation consisted of a selec-

tive examination of procedures, and representative records, observations,

and interviews with personnel. No items of noncompliance with NRC

requirements were identified during the course of this investigation.

This investigation was conducted to determine the circumstances surrounding

an observation by a Region III inspector of a reactor operator who appeared

to be asleep. While the investigation did not substantiate the operator

wa, asleep, we do not believe he was fully attentive when observed by our

inspector. Since another operator was present in the control room and

satisfied the Technical Specification manning requirements, we will not

pursue a determination of the degree of operator inattentiveness in this

case. However, we wish to emphasize that reactor operators must be con-

tinuously attentive to their duties. Findings of inattentiveness may lead

to escalated enforcement actions.

As you know, IE Circular 80-02 described an incident at another facility

where two operators were observed in inattentative positions, and advised

licensees to consider their management controls to prevent such occurrences.

In response to the actions recommended in the Circular, we understand you

completed a thorough review of your administrative controls related to

operator performance and plan to revise some of your procedures to esphasize

the need for operator attentiveness at all times. We request ' hat you pro-

vide us a response to this letter describing all of the actions which you

isve taken or plan to take in response to the Circular and the matter we

investigated.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the en-

closed investigation report will be placed in the NRC's Public Document

Room, except as follows. If this report contains information that you

or your contractors believe to be proprietary, you must apply in writing

to this office, within twenty-five days of the date of the letter, to

withhold such information from public disclosure. The application must

include a full state .nt of the reasons for which the information is

considered proprietary, and should be prepared so that proprietary

,

information identified in the application is contained in an enclosure

to the application.
