COMMENTS ON POINT BEACH GUARD TRAINING PLAN 1,
Our review of the plan indicates that major revisions are still required bef6re the plan can be accepted.
Specific-Comments.
2.3 Commit to a medical examination conducted within 30 days preceeding the physical fitness qualification test.
Commit to having a licensed physician certify there are no medical indications for each individual participating in the exercise program.
Commit to having a licensee security supervisor document'and attest to the physical fitness qualification of each person.
Vision Table In the Distant Visual Acuity Section commit to carrying an extra pair of 2.3.a corrective lenses if uncorrected distant vision is not at least 20/40.
In the Color Vision Section commit to an ability to distinguish green, red and
. yellow colors.
In the Disqualifications Section add the word " visual" before acuity.
Add a commitment that the use of corrective eyeglass,e,s or contact lenses shall not interfere with an individual's ability to effectively perform assigned security job duties during normal or emergency operations.
Hearing Add a commitment that the level of hearing loss will not exceed 40 decibels at any one frequency.
Add a commitment that the use of a hearing aid shall not decrease the effec-tive performance of the individual's assigned security job duties during normal or emergency operations.
Diseases Add a commitment that the affected individual shall provide medical evidence that the condition is controllable as required.
Mental Qualifications' Add a commitment in Section (5) that the individual shall provide certified documentation of having completed a rehabilitation program.

.. Add a commitment that an incapacitated person shall provide medical evidence of Fecovery and ability to perform security job duties prior to resumption of security duties.
Physical Fitness Test Provide more specific information as to how the running portion of the test will be conducted and the time allowed.
2.4 Add a commitment that all contract security personnel shall meet the suit-

ability, physical and mental requirements of Appendix B.
2.4.2 For the physical fitness test change the word " annually" to at least every 12 months.
Identify a person responsib1hI for documenting the results of the examination and tests.
2.4.3 Add a commitment that the requirements of Appendix B.I.B. will be met.
3.1.1 Revise this paragraph to clarify that if plant personnel are used as part of the response force referred to in this section, s,uch individuals are in addition to the number of armed guards required by the security plan.
3.1.2.1 Add a commitment to have the physical proficiency requalification program documented and attested to by a licensee security supervisor.
Table Add a commitment in Phase 2 #6 for the firearms training to provide the 3.1.2.1.b following information for the revolver course; positions, distances, stage times and number of rounds.
Add a commitment to the shotgun course that qualification will be conducted in accordance with Appendix B.IV. C to include the number of rounds, number of targets, stage times, firing positions and distances.
3.1.4 Identify the person responsible for documenting the weapons qualifications tests.
3.1.5 Add a commitment to have a lice..;ee security supervisor document and attest to the training of all security force personnel.
3.2 Commit to the requirements of Appendix B.III.A.
3.2.1 Change " annual" to at'least every 12 months in both locations within this section.
3.2.2 Change " annual" to at least every 12 months. Add a commitment to fire night familiarization with the shotgun.

. 4.1 Increase the number of rounds provided for each shotgun to l'2.
Also. commit to the requirements of Appendix B.V.A.4.(b) for both the revolver and the shotgun.
4.7 Comit to having the response team members respond with shotguns.
Table The 11 crucial tasks and related sub tasks identified in the guard training 5.2.1.6.a plan do not adequately address the required crucial guard functions identi-fied in sections 3.1-3.6 of NUREG 0674.
Information en the capabilities found in sections of NUREG 0674 must be incorporated into the crucial tasks of the plan usino language which is measurable and observable. The crucial task section of the plan will have to be expanded and the ove.all plan modified to reflect these changes.
