Reference 1 required you to provide infomation regarding water hammer events which occurred on December 19, 1979 in the isolation condenser supply line. The information requested included a Jamage assessment and a description of the repairs and applicable stress analyses for this system.

Your responses to Reference 1 are contained j,n References 2 through 6.

The enclosed Safety Evaluation documer.ts our review of your responses on water hammer loads in the isolation condenser supply line for Millstone Nuclear Power Station, Unit 1.

The results of our review indicate that two design areas do not comply with I&E Bulletin 79-02 which require a factor of safety of at least 4 for e.ypansion anchor bolts under all design conditions.

We note that 1

you have used a factor of safety of 2 for expansion anchor bolts in the redesign of containment penetration anchor X-10A and a loading combina-tion of Normal Operating Loads (N) + High Energy Pipe Breaks (HEPB) instead of N + HEPB + DBE as required by I&E Bulletin 79-02.
