Yankee Atomic Electric Ccmpany response to IE Bulletin 81-01,

" Surveillance of Mechanical Snubbers" Your letter stated a belief that a manual full range stroke test is an excessive requirement for verification of a mechanical snubber's freedom of movement.

You cited high manpower costs and radiation exposure for the test of the " inaccessible" steam generator mechanical snubbers as justification for your belief.

In lieu of the required tests, you proposed (1) to perform a visual examination of the mechanical snubbers for damage and (2) to verify..."that all the mechanical snubbers, installed on safety related systems, have freedom of movement by comparing the difference between the hot and cold settings."

Your proposed method of verifying freedom of movement is acceptable to NRC for the eight large bore steam generator snubbers.

It is our position that the remaining mechanical snubbers must be stroke tested as required by IE Bulletin 81-01.

l This letter confirms, as you requested, the position transmitted to the Yankee Rowe Plant Superintendent by the NRC Resident Inspector on March 30, 1981.
