EARLY WARNING SYSTEM STATUS AT NORTH ANNA POWER STATION This letter is to inform you of the status of the installation of the Early Warning System at North Anna Power Station as required by NUREG 0654, Appendix 3.
This correspondence should be referenced to the schedule as decalled in our letter to you on February 19, 1981, Serial No. 102.
The installation of sirens in both the O to 5 mile and 5 to 10 mile Emergency Planning Zones at North Anna has begun with the emphasis being placed on completing the installation in the O to 5 mile EPZ first. However, it is possible that a delay could be experienced in completing the installation of the single-phase electric motor powered sirens in the O to 5 mile EPZ by July 1, 1981. This situation is due to material delivery dates associated with modification of the single-phase motors. To avoid this situation we are currently testing an alternate system, which if successful will permit us to meet the original schedule of July 1,1981 for the operability of the system in the 0 to 5 mile EPZ.
The state and local county involved with the early warning system are experiencing delays in obtaining supplementary F.C.C. licenses for shared channel use that permits back-up activation of the sirens. However, the state plans to request, on the county behalf, a temporary permit from the F.C.C.
The primary source activation of the sirens is not affected and current F.C.C. licenses will permit activation of the sirens. We anticipate that the county will have received their permanent shared channel use licenses from the F.C.C. before the completion of the 5 te 10 mile installation by November 3, 1981.
Because the installation of sirens throughout the entire 5 to 10 mile EPZ will not be completed before July 1, 1981, Vepco has requested the state, and through them, the local counties to write a special interim pro-cedure to facilitate the alerting of residents in the 5 to 10 mile EPZ.
These procedures will revert to the manual alerting of residents in the affected down wind zones of the EPZ, and will provide for the early mobilization of 8106 080 Q
personnel to accomplish.this task. The current county plans still have these instructions for the entire EPZ but they will only apply to the 5 to 10 mile portion of the EPZ after July 1, 1981 If you have any comments or questions concerning these matters, ple~ase contact-Mr. Peter R.
