Findings and Determination Relating to the Status of State and Local Emergency Preparedness for the V. C.

Summer Nuclear Power Station This responds to your March 10, 1981, request for the above information.

Un April 8,1981, the Plant Summer's off-site REP plan for the State of South Carolina and associated counties was formally submitted by the State to FEMA Region IV under 44 CFR 350 (proposed). There was a public meeting held on April 30, 1981, and a joint exercise held on May 1,1981.

As yet, FEMA Region IV has not submitted its evaluation of plans and preparedness for Summer, under Section 350.11 of the proposed FEMA rule.

In response to the invoking of the MOU by NRC, however, FEMA Region IV has forwarded a rough draft of its initial evaluation of Plant Summer's off-site plans and preparedness. ,

At the present time, the off-site plans and preparedness do not meet the time requirements for alerting and notifying the public as set forth ja ~

Appendix 3 of the Criteria (NUREG 0654/ FEMA-REP-1, Revision 1). Thja problem was highlighted in the exercise since high radiation levelr, were simulated but the public was not notified in a timely manner. Otter deficiencies appear to be minor in nature, relating more to process than to the actual level of preparedness. The Regio.: IV staff h still evaluating these items in cooperation with the Stcte cf : south Carolina.

In summary, the FEMA interim determination is that while improvements are needed, the State of South Carolina and the affected localities could be reasonably expected to execute site-specific REP plans in the environs of the V. C. Summer nuclear station.
