Accord-ingly, General Electric-VNC is developing methods to provide enhanced con-tainment and immobilization of normal form contents by encapsulation and/or impregnation.
Our best schedule estimate for a process system to impregnate and immobilize this normal form waste would have the system operational at the end of June, 1981. Details of this system which uses a cement type grout to solidify and bond the waste contents in a modified dot 17H drum have been discussed with your staff, and preliminary concurrence has been reached on methods of dem-onstrating compliance with 10CFR71.
Although good progress is being made on the new process system, the Building 102 hot cell complex has developed an accumulation of waste material which will shortly imperil continued operation of that complex. The facility gen-erates approximately eleven cubic feet of normal form waste each month (one load for the G.E. Model 1600 shipping container). No waste shipments have been made since August,1980.
Accordingly, GE-VNC requests permission to proceed with nonnal form waste shipments in the G.E. Model 1600 container until July 1,1981, subject to the following restrictions.
The waste will be placed in an inner container which will be either a standard dot 17H metal drum or an extended 17H type drum. Shoring will be installed, as required, to restrict movement of the standard drum in the cask cavity (the extended drum is approximately 51 inches in length by 24 inches in diameter). The drums are equipped with gaskets and will be sealed. All of the drums hage been {eak-tested and have demonstrated a leak rate of less than 1 x 10- atm-cm /sec. 18521 81060800 6 O

MacDonald February 20, 1981 The type of waste to be shipped is general hot cell waste and includes equipment, metal tubing, solid byproduct materials (e.g., Co-60, IR-192, etc.) in 2-R type containers, compacted wastes (paper, wipes, etc.), melted plastics (in metal cans), salts from neutralized hcl, and glassware. The chief contaminants are Co-60, Cs-137, and mixed fission products. No trans-uranics are present.
A check for the $150.00 fee will be forwarded under separate cover.
