This letter is in response to combined Inspection Report 50-277 /81-03 and 50-278 /81-03 dated March 27, 1981.
Appendix A to your letter addresses one item which does not appear to be in full l
compliance with Nuclear Regulatory Commission requir ements.
This item, categorized as a Severity Level IV Violation, is restated in the attached Appendix A with our response.
Appendix B to your letter addresses two items which do not appear to be in full compliance with Nuclear Regulatory Commission requirements and pertains to the details of the physical security plans of a licensed facility.

PHILADELPHIA ELECTRIC COMPANY Response to Inspection Report Numbers 50-277 /81-03 and 50-278 /81-03 APPENDIX A Technical Specification 2.1.A.1 states, in part:
"When the mode switch is in the RUN position, the APRM flux scram trip setting shall be:
S less than or equal to 0.66 W + 54%
where:
S = Setting W = Loop recirculatif.c flow rate In the event of operation with a maximum fraction of limiting power density (MFLPD) greater than the fraction of rated power
-(FRP), the setting shall be modified as follows:
S less than or equal to (0.66W + 54%)
(FRP)"
MFLPD Contrary to the above, from 0025 to 0635 on January 3, 1981, the reactor was operated in the RUN mcde with MFLPD greater than FRP without modification of scram settings.
As a result, actual setpoints were greater than (0.56W + 54%) (FRP)_
Response
The event occurred due to a failure to make necessary adjustments to the APRM gains, while making control rod and recirculation flow adjustments during the time period noted in the Noncompliance.
It was determined that the APRM flux scram trip setting was between 2.88 and 5.60 percent higher than the setting specified in Technical Specification 2.1.A.1.
In addition, the core maximum fraction of critical power (CMFCP) during the period was 0.88.
Based on the foregoing, the fuel cladding integrity safety limit was not violated.
Appendix A Pcge 2 When the error was discovered, the APRM gains were immediately reset (at 0635), using ST 3.3.2, " Calibration of the Average -Power Range Monitoring ( APRM) System", as discussed in the Inspection Report.
Following the event, the station Reactor Engineer reviewed this event and Procedure ST 3 3.2 with appropriate personnel to reinforce the importance of monitoring and timely adjustment of APRM gains as required by Technical Specification 2.1.A.1.
