Dear Dr. Jones:
R. Carter By letter dated Aoril 27, 1981, the Nuclear Regulatory Comission (NRC) transmitted Amendment No. 2 to operating license No. R-127, which applies to your AGN-201 H Training Reactor. This amendment incorporated your aporoved Physical Security Plan into the license for your facility. Both the transmittal letter and the amendnent state that the Physical Security Plan applies to the protection of special nuclear material of low strategic significance. This is consistent with the quantity of low enrichment uranium-235 which you are authorized to possess, according to Amendment No.1 of your license. You actually possess less than 1000 grams of less than 20% enriched uranium-235, therefore, it is not required that your aporoved plan be fully implemented at this time. However, should you acquire additional special nuclear material sufficient to reclassify your possessed inventory to low strategic significance, immediate implementation of protective procedures according to 10 CFR $73.67 would be required.
Both Amendment No. 2 and its transmittal letter include a statement that the acoroved Physical Security Plan shall be implerented within 30 days.
According to the discussion above, this is not correct. Therefore, we have issued Amendment No. 3 (enclosed) which deletes the untimely imple-mentation requirement by changing paragraph 2.D.

By letter dated April 27, 1981, the Nuclear Regulatory Commission (NRC) transmitted Amendment No. 2 to operating license No. R-127, which applies to your AGN-201 H Training Reactor.
