Dear Mr. Pilant:
- As a result of an NRC internal survey, you provided information pertaining to personnel staffing of the fire brigade at CNS. We have reviewed this information and have identified a concern regarding the use of the SRO on duty serving as the fire brigade leader.
The staff has maintained, based on the experience gained as a consequence of the fire fighting efforts during the Browns Ferry fire, that the SR0 should not serve in this dual role. This position was subsequently confirmed in Section III H of Appendix R.
The staff's opinion, as expressed in response to comments to this section of Appendix R, stated that the shift supervisor is allowed to observe the fire
'and provide his expertise and authority even though not being a member or leader of the fire brigade. However, since he may be Trtieded elsewhere during the course of a fire that adversely affects plant operation and the fire brigade leader must stay with the fire brigade during a fire emergency, the staff decided the shift supervisor must be excluded.
It is recognized that your fire protection program, which was approved ' prior to the issuance of Appendix R, included the shift supervisor as the fire brigade leader. This does not reflect our position in this regard. We, therefore, request at this time that you reconsider the use of the SRO in this dual role.
The enclosure provides further guidance for your use in determining fire brigade manning acceptable to the staff.
In your October 31, 1980 letter to D. Eisenhut addressing the interim criteria for shift staffing, it was stated that you could possibly be in compliance with this criteria by mid-year 1981 depending on the number of personnel that pass the licensing examination and the number of licensed personnel lost due to industry shortage. A logical time for compliance with our recommendations regarding the brigade staffing would therefore be when you meet the interim ~ staffing requirements but no later than July 1,1982.
