Gentlemen:

4 The Commonwealth of Massachusetts and the Nuclear Regulate Commission _(NRC) have

-recently signed a contract for a cooperative program of uvironmental monitoring of selected facilities in Massachusetts.

Under the contract, the Massachusetts Department of Public Health-and the NRC will plan and carry out a radiological monitoring program around your Yankee Rowe site.

The monitoring program will include such activities as periodically collecting and analyzing environmental samples, measuring environmental radiation levels and comparing results with those from your measurements.

The purpose of the contract is.to establish a collaborative program between Massachusetts and the NRC to provide independent measurements of radioactivity in the environment around selected NRC licensed activities and to provide reasonable assurance that a licensee's environmental measurements are valid.aq that radioactivity measurements are traceable to the National Bureau of Stan. /ds.

The Commonwealth and the NRC will share data and information obtained in the program at the individual sites.

In addition to distributing the information to other interested federal, state or local agencies,.the NRC and Massachusetts will collaborate in making the program findings publicly available through appropriate publications.

We will contact you iri the near future to arrange a meeting to discuss the imple-mentation of the monitoring program to be conducted at your facility.

No response to this letter is requested; however, should you have any questions concerning these matters prior to the aforementioned meeting, we will be pleased to discuss them with you or your representatives.

Dr. R. J. Bores of my staff may be contacted (215-337-5213) for specific information on the program.

Sincerely, 1

i Boyce H. Grier Director I'
