Dear Mr. Counsil:
-The purpose of this letter is to confirm discussions held at Northeast Utilities' offices on April 29, 1981 concerning contingency planning for the Millstone and'Haddam Neck Nuclear Power Facilities. During these discussions,: members of the NRC staff indicated to members of your staff that the contingency plans for these facilities could not be approved because the plans do not contain some essential elements i
of the information required by Appendix C to 10 CFR Part 73.
l For a plan to be acceptable it must contain (1) a predetermined set of decisions and actions to satisfy stated objectives, (2) an identifica-tion of the data, criteria, procedures and mechanisms necessary to t
effect efficiently the decisions and actions, and (3) a specification of the individual, group or organizational entity for each decision and action.
It was pointed out that the two general groupings proposed in the Responsibility Matrix, namely " Security Force" and " Operating Staff", did not provide us with sufficient information to determine that the safeguards responsibilities are assigned in a manner that precludes conflict in duties or responsibilities that would prevent the execution of the plan in any safeguards contingency.
It was also pointed out that this assignment of responsibility requirement could be demonstrated if the current submissions were mcdified as we have suggested in recent telephone conversations.
It appears that the i
necessary planning may have been performed since many of the appropriate tasks and decisions are reflected in the responsibility matrix. However, the identification of individuals (by title) groups or organizational entities within the two general groups which will actually be called upon to perform the tasks and make the decisions, would allow us to l
