Docxet flo. 50-206 San Onofre fluclear Generating Station Unit 1 IE Bulletin 81-02 Failure of Gate Type Valves to Close Against Differential Pressure Reference is made+to your correspondence of April 9,1981 forwarding the subject IE Bulletin.

Identified therein were inquiries concerning the possible failures of motor operated valves to close under design pressure.

Items 1-4 of the bulletin require identification of the existence of the' subject valves, and requires corrective action for the identified valves.

Items 1-4 are included in the response required in Item 5 of the Bulletin which is given Delow:

ITEM 5 Within 45 days of the issuance date of this bulletin, submit a report to f4RC listing the affected valves identified, their service or planned service, the maximum differential pressure at wnich they would be required to close, the safety consequences of the valve's failure to close, the corrective action taken or planned, and the schedule for completing the corrective action.

RESP 0lSE SUTIGS 1 has three W-EMD valves, two of which are installed, and one which is a spare. ValveT (MOV 1202 & 1204) were recently installed in the plant auxiliary feedwater system at the motor driven auxiliary feedwater pump discharge. These valves are 3GM88 valves, and will close at differential pressures below 1500 psi. The maximum differential pressure expected for M0V's 1202 & 1204 is 1200 psi, which is below the operattunal upper limit. MOV 1204 is normally closed, and is manually

\\g g operated to direct the output of the motor driven auxiliary feedwater g

puup to the main feedwater system. MOV 1202 is closed normally and its safety function is to open during automatic auxiliary feedwater operation to allow water to flow to the steam generators'once a sufficient head has built up.

,R. H. Engelken, Director May 18,1981 Closure of either MOV 1202 or 1204 is accomplished only by manual control, and failure of either valve to close would result in the continuation of auxiliary feedwater flow.

The spare valve is a replacement for either MOV 1202 or 1204 and according to Table 1 of the Bulletin is qualified for the service concitions.

Because these valves will not see differential pressures in excess of the operational limit, and their safety function is to open rather than close, no corrective action is required.
