In accordance with Technical Speci fications for Rancho Seco Nuclear Generating Station, Section 6.9.4.l(c) and Regulatory Guide 1.16, revi-sion 4, Section C.2.a(3), the Sacrr.nento Municipal Utility District is hereby submitting the following i,ritten confirmation of a 24-hour Licensee Event Report initial'y reported to Duty Officer at Bethesda, MD, at 2340 on March 16, 198i.
Rancho Seco was taken out of service at 12:52 AM, May 17 following detection of a leak in one of the nuclear power plant's two steam gene ra to rs. Operators brought the plant to a normal controlled shut-down when monitors revealed a slight amount of radiation in the plant's secondary system.
The plant was generating 790 MW at the time of the shutdown and had been on-line since Sunday, May 10th, when it returned to service following a 100-day refueling and maintenance outage.
Federal, state and local of ficials were notified of the incident but there was no unmonitored release of radiation from the plant.
An inspection of the steam generator is being scheduled with Babcock Wilcox Company. We are preparing analyses that will fully comply with Bulletin 80-10 prior to return to power operation.
A detailed follow-up report will be submitted to you within 14 days.
