NRC ACCEPTANCE OF REVISED MISSISSIPPI POWER & LIGHT COMPANY'S QUALITY ASSURANCE TOPICAL REPORT The Reaves /Conway letter of May 19, 1981 submitted Revision 2 to Mississippi Power

& Light Company's (MP&L) topical report, MPL-TOP-1 A, " Operational Quality Assurance Manual," for staff review and approval.

Revision 2 revises the topical report to reflect organizational and programmatic changes, commitments to current regulatory guides, and editorial changes.

Based on our evaluation of the proposed changes described in Revision 2, we find that your revised topical report continues to meet the criteria of Appendix B to 10 CFR Part 50.

Therefore, your revised topical rept rt is acceptable, and you may implement it upon issuance of the revision.

9 do not intend to repeat our review of this topical report when it is referenced in an arplication unless changes occur in our acceptance criteria.

To use the topical report in future license applications, MP&L need only reference this topical report in Section 17 of the Safety Analysis Report.

In addition, this QA program may be implemented immediately on all ongoing activities.

In this re-gard, identify in your t.ransmittal letter those nuclear power plants that will be covered by Revision 2 to MPL-TOP-1A.

Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you.

You will be given the opportunity to revise and resubmit it should you so desire.

Programmatic changes by MP&L to this topical report are to be submitted to NRC for review prior to imple-men ta t ion.

Organizational changes are to be submitted no later than 30 days af ter announcement.

Please replace our letter of September 17, 1979 and the enclosure to the December 11, 1978 letter which was the staff's evaluation of the report through Revision 0, with a copy of this letter and the enclosed topical report evaluation in your report, re-number the report MPL-TOP-1 A, Revision 2 and resubmit 36 copies.
