This DES was prepared in accordance with the statement of general policy and procedure on implementation of the National Environmental Policy Act of 1969, as set forth in the Comission's regulations,10 CFR Part 51.

ToJay, this statement has been sent to the Environmental Protection Agency and notice of its availability is being forwarded to the Office of the Federal Register for publication. Coments will be due within 45 days after publication in the Federal Register of the Environmental Protection Agency's listing notifying the public of issuance of the impact statement.
