6 Reouest to Modify NRC License SNM-942 On February 11, 1981 the United States Nuclear Regulatory Commission (NRC) issued an " Order to Modify License" to Rattelle Memorial Institute, Pacific Northwest Laboratories (PNL) regarding " Radiological Contingency Planning." To satisfy this order PNL is submitting the following request to modify PNL's license, SNM-942.

PNL currently possesses a quantity of NRC licensed SNM less than the amount requiring criticality monitors and alarms (10 CFR 70.24) and less f

than the quantities specified in the " Schedule of Limiting Possession Limits Arranged Alphabetically by Elements," in " Enclosure 2" of the February lith NRC Order. While PNL doe; not currer,tly anticipate the need to possess more than the currently held quantities, PNL believes that it is necessary to keep available the option of possessing quantities of SNM up to those specified in SNM-942.

Therefore, PNL requests SNM-942 be modified to restrict actual SNM possession as follows:

"PNL may not exceed the quantities specified in 10 CFR 5 70.24 (a), except that plutonium-239 may not exceed 1.5 grams, without the preparation by PNL and approved by NRC, of a Radiological Contingency Plan." This condition on PNL's license would not change the licensed i

possession limits, of one effective kilogram in paragraphs 6, 7 and 8 of the current license, but would only limit the actual amount which could be l

possessed by PNL without having prepared a Radiological Contingency Plan.
