Facility: McGuire Nuclear Station, Unit 2 Identification of Deficiency: Two potentially defective droop level springs were installed in the McGuire Unit #2 Class 1E Diesel Generator governors.
. If these springe broke during operation, the diesel generator would shut down 1
and be unable to restart.
Initial Report: On April 24, 1981, Mr. Art Johnson of NRC Region II, Atlanta, Georgia was notified of this deficiency by Mr. W. O. Henry, and Mr. J. L.
Crenshaw of Duke Power Company, Charlotte, N. C.
23242. This notification I
was in response to Mr. John A. Powelson's (Woodward Governor Company) letter dated April 10, 1981, to Mill Power Supply Co.
Supplier and/or Component: Woodward Governor Company of Fort Collins, Colorado 1
manufactured the governors used on the McGuire Unit #2 diesels.
Description of Deficiency: A potential defect exists in the McGuire Unit #2 t
diesel engine governors. These governors were rebuilt by Woodward Governor Com-pany, who installed new droop level springs. Woodward has reported that these i
springs may be defective and need to be replaced. The springs installed in these governors are part of one lot of 330 springs, some of which were re-I worked by the spring vendor and not properly stress relieved. Two'of these springs have broken while in service at another facility.
i Analvsic ?f Safety Implication:
If this deficiency were not corrected, and tre govern't droop lever spring failed, the governor would go to the minimum' fuel position, thus causing the diesel to shut down.
Due to the necessity of spring replacement in this situation, and assuming a spring failure could occur on each diesel engine simultaneously, both diesel engines could become unavailable. This could result in the unavailability of on-site power.

Corrective Action: To correct this-deficiency, on May 1, 1981 the droop lever j
springs were replaced.using springs that have been properly stress relieved.
