Dear Mr. Denton:

The Westinghouse Owners Group, of which Duke Power Company is a member, has com-mitted to a program to address potential reactor vessel integrity concerns as identified in NRC Generic Letter 81-19.

That committment, and the description of the program, are contained in letter OG-58 dated May 14, 1981 from Robert W.

Jurgensen, Chairman, Westinghouse Owners Group to D. G. Eisenhut, Director, Division of Licensing, USNRC.

Additionally, as described in the May 14 letter, all Westingbouse plants in-cluding McGuire Nuclear Station, Unit I have been shown to safely sustain severe thermal shock transients, including repressurization, to beyond January, 1983 at a minimum.

Specifically, the Westinghouse Owners Group program to be completed in December, 1981 will identify, for all operating plants as identified in the May 14 report, if future additional plant specific analyses and/or remedial actions may be required, and will provide the time in plant life when these additional actions may be needed. Some limited plant specific anslysis has been performed for the McGuire vessel as noted in the response to Question 212-92 in the McGuire Final Safety Analysis Report. This analysis demonstrates the integrity of the McGuire Unit i vessel for a postulated large steam line break accident.

Mr. Harold R. Denton, Director May 22, 1981 Page 2 In as much as McGuire, Unit I has not begun power operation, the reactor vessel has not experienced irradiation damage. Thus, the statement in the May !4 letter, "no near term vessel integrity concern can exist for this vessel" applies to the McGuire, Unit i vessel. However, based on the results of the program, as will be provided to the NRC at the end of 1981, Duke Power Com-pany will provide additional detail including a schedule for reanalyses and/or remedial action if required, and the basi #ar same.
