PRIMARY COOLANT SYSTEM PRESSURE ISOLATION VALVES POINT BEACH NUCLEAR PLANT UNIT 1 On April 20, 1981, the Nuclear Regulatory Comission issued an Order for Modification of Facility Operating Licenses DPR-24 and OPR-27 for the Point Beach Nuclear Plant Units 1 and 2.
This Order imposed new Technical Specifications which require periodic surveillance and impose limiting conditions for operation for primary coolant system (PCS) pres-sure isolating check valves. This Order also requires that if the PCS check valves have not been individually tested within the preceding twelve months and found to comply with the leakage rate criteria set forth in the Technical Specifications, the motor-operated valves in each line shall be shut, provided a supporting safety evaluation has been pre-pared, or the facility shall be shut down within thirty days of the date of the Order and remain shut down until the check valves have been satis-factorily tested.
Wisconsin Electric Power Company, licensee for the Point Beach Nuclear Plant, hereby requests that this thirty-day operating period for Point Seach Nuclear Plant Unit 1 be extended to the next scheduled cold shutdown outage.
Point Beach Unit 1 is scheduled to have a cold shutdown outage for steam generator inservice inspection within 150 effective full power days for the current operating cycle. This shutdown and inspectic-is presently expected to commence on June 19, 1981.
By the terms of the April 20, 1981 Order, a cold shutdown for check valve testing will be otherwise required on May 19, 1981 since the motor-operated and manual jooI valves in the lines to the high pressure safety injection check valves, S
namely 867A and B and 845A, B, E, and F, cannot be closed and still permit j
the requirements of 10 CFR 50.46 and Appendix K to 10 CFR Part 50 to be
//O met.
In this respect, the Franklin Research Center's Technical Evaluation Report, which was included with the April 20 Order, incorrectly identified valves 878E and 878F as motor-operated valves. "' o iz qqg s

Subsequent operations have established every confidence in the leak-tight integrity of at least one of the two valves in each serib?!~ Accordingly,,
and given the extended time period already allowed for devslopment and issuance of this Order, we believe this additional operation period will

not result in undue hazard to the public health and saf~ety. Therefore, we request the NRC to grant this waiver to the April 20, 1981 Order for Modi-fication of License to permit continued operation of Point Beach Nuclear Plant Unit I until the next cold shutdovin, but in no case beyond July 8, 1981.
