Eisenhut, Acting Director Division of Operating Reactors Gentlemen: DOCEET : 05, 50-266 AND 50-301 PRIMARY C00L7:;T SYSTEM ISOLATION VALVES POINT BEACH :;UCLEAR PLANT, UNITS 1 AND 2 Your letter to all LWR Licensees dated February 23, 1980, which we received on :tarch 3, 1980, discussed your concerns with series check valves which isolate che high pressure reactor coolant system from the low pressure injection system piping. Specifically, your letter addressed the concern that failure of these check valves to function as pressure isolation barriers could cause an overpressurization and rupture of the low pressure piping resulting in an Event V accident. Your letter directed that we provide the following information pursuant to 10 CFR 50.54F within 20 days of receipt of your letter. 1. Describe the valve configuration at your plant and indicate if an Event V isolation valve configuration exists within the Class I boundary of the high pressure piping connecting PCS piping to low pressure system piping; e.g., (1) two check valves in series, or (2) two check valves in series with a MOV.

RESPONSE

The attached sketch shows the valve arrangements at the Point Beach Nuclear Plant which have an Event V isolation valve configuration. 2. If either of the above Event V configurations exist at your facility, indicate whether continuous surveillance or periodic tests are being accomplished \\ 0 on such valves to ensure integrity. RESPONSE

These valves will be verified properly closed by a combination of periodic testing and periodic observation. None of these valves in the Point Beach Nuclear Plant have been known to lack integrity in the context of Event V criteria. i These tests are now being prepared and reviewed. They will be implemented on the next cold shutdown scheduled after their approval. 3. If either of the above Event V configurations exist I at your facility, indicate whether plant procedures should be revised or if plant modifications should be made to increase reliability.

RESPONSE

No modifications are considered necessary at the Point Beach Nuclear Plant at this time to meet this testing requirement. As mentioned above, new surveillance procedures will be necessary and are being prepared. We trust this information will be sufficient to answer your concerns in this matter.
