Gentlemen:

This refers to the routine inspection conducted by Messrs. J. A. Grobe and

K. R. Baker of this office on February 23-27, 1981, of activities at the

Quad-Cities Nuclear Power Station, Units 1 and 2, authorized by NRC Operating

Licenses No. DPR-29 and No. DPR-30 and to the discussion of our findings

with N. J. Kalivianakis at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted of

a selective examination of procedures and representative records, obser-

vations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as described in the enclosed Appendix A,

and a written response is required.

As a result of this inspection, additional concerns were raised regarding

the adequacy of your fire protection program. These concerns and requested

actions are discussed below:

1.

The inspector observed open hatches in the three hour rated fire

barrier separating the cable tunnels from the auxiliary electric

equipment room and the turbine building 595' level. There is a

possibility that these open fire barrier penetrations could create

degraded safe shutdown capability if a fire occured in an adjacent

Zone.

In your response to this letter please provide the basis or analysis

which supports the ability for safe shutdown with these hatches open.

The requirements of 10 CFR 50 Appendix R, paragraph III.G and para-

graphs 4.10 and 5.3 of your Fire Protection Safety Evaluation Report

should be considered.

If you can not provide a basis or analysis

which supports these hatches being open provide assurance that the

hatches provide fire resistance equivalent to at least three hours

and outline your plans to establish administrative controls or

electronic supervision which will insure they are maintained closed

except for entry or egress.

2.

The inspector identified fire hoses in the radwaste building, off-

gas filter building, resin solidification building and maximum recycle

area that have not been hydrostatically tested in five to twelve years.

There is no equipment located in these areas which is required for safe

shutdown of the plant, but an uncontrolled fire in these areas could

result in the release of airborne radioactive materials. Please pro-

vide any comments or plans you have to upgrade the fire protection of

these areas considering~the questionable pressure boundry integrity

of these hoses.

Two unresolved items resulting from this inspection concerning fire fighting

strategies or pre plans and fire drills have been forwarded to IE Headquarters

for review and resolution. No action by you is presently required in these

areas.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public Document

Room, except as follows.

If the enclosures contain information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty-five days of the date of this letter, to withhold

such information from public disclosure. The application must include a full

statement of the reasons for which the information is considered proprietary,

and should be prepared so that proprietary information identified in the

application is contained in an enclosure to the application.
