RELIEF FROM ASME SECTION XI REQUIREMENTS (INSERVICE VALVE TESTING)

RE:

LACROSSE BOILING WATER REACTOR By letters dated July 27, 1979, January 21, 1980, January 30, 1980, July 14, 1980, and November.19, 1980, you requested relief from certain requirements of ASME Section XI.

We have reviewed the information you have presented arW agree with your deter-mination. Therefore.. pursuant to 10 CFR 50.55a(g)(6)(1), relief relating to certain inservice. valve testing requirements is granted as discussed in the enclosed Safety Evaluation. We have determined that the granting of this relief is authorized by law and will not endanger life or property or the the common defense and security, and is otherwise in the public interest con-sidering the burdens imposed on the Dairyland Power Cooperative if the relief is not granted.

We have determined that granting of the relief does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.. Having made this detemination, we have further concluded that the relief involves an action which is insigni-ficant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the l

issuance of this action.

A notice related to the granting of the relief, which is being forwarded to the Office of the Federal Register, is enclosed for your information.
