Dear Mr. Cavanaugh:
By letter dated March 19, 1981, you requested an exemption to 10 CFR 50, Appendix R, Sections III G&L for Arkansas Nuclear One, Unit No.1.
The exemption would remove the requirement to fully meet the requirements for fire protection of safe shutdown capability and for providing alternate or dedicated shutdown capability based on the asserti'n that the site specific modifications, previously approved by the'NRC '<
the issuance of Safety Evaluation Reports (SERs), provide adequate fire protection to protect the health and safety of the general public.
We have found that your request provides no technical basis that warrants further staff review. Our letter dated November 24, 1980, identified the open items concerning the fire protection features of your facility.
These items were identified in the SER supporting Amendment No. 35 to your Facility Operating License No. DPR-51 dated August 21, 1978. The SER identifies these items as certain planned modifications which the NRC staff required additional information in the form of design details, test results, or acceptance criteria to assure that the modifications would be acceptable. We have not found the additional information which was provided on these items to be a basis for finding the modification acceptabl e.
We have informed you of this and you have not provided any additional technical information which would provide a basis for finding the modifications acceptable.

j information. Therefore, we deny your request for exemption from Appendix R Sections III G&L.
Your letter dated March 19, 1981, requested exemption from meeting the schedule requirements for those items outlined in 10 CFR 50.48 Section C in the event that we would deny the exemption request from Appendix R Sections III G&L'.
