Mr. Rosenthal has asked me to inform you that he does not respond to abstract questions such as that posed in your April 11, 1981 letter to him.
If, as that letter implires, you have reason to believe that the NRC staff possesses material information which it has withheld from the Perkins Appeal Board, there are available means where-by that asserted fact can be brought to the Board's atten-tion.
Specifically, you might wish to place the matter before William G. Pfefferkorn, counsel for the intervenors in the Perkins proceeding.
Were Mr. Pfef ferkorn to agree vith your assessment of the situation, he would be in a position to seek appropriate relief from the Board.
