NOTICE OF ISSUANCE OF AM2NDMENT TO FACILITY OPERATING LICENSE Tha U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 57 to Facility Operating License No. NPF-1, issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensees), which revised Technical Specifications for operation of Trojan Nuclear Plani, (the facility) located in Columbia County, Oregon.. The amendment is effective upon entry into Operational Mode 3 (Hot Standby) prior to startup for fuel cycle 4.
The amendment approves and adds operability and surveillance require-ments for undervoltage modifications to protect the Class lE equipment and systems from degraded voltage conditions of the off-site power sources.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and tha Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

I 7590-01 The Commission has detennined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR $51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
