Dear Mr. Ryan:
The outline you asked for during our telephone conversation on January 27, 1981, is enclosed. This draft regulatory guide (FP 716-4) reflects current views and needs for radiation safety and will guide you in updating your renewal application.
Because the Standard Format and Cortent etc., was written for uranium fuel, fabrication plants, not all of the material relates to your application.
Specifically:
(1)
Chapter 6 and 3.1.1 in Chapter 3 are not applicable and they can be omitted.
(2) Chapter 4 may not be necessary if there is a request and justification for exemption from 10 CFR 70.24 (3) '5.1- (Chapter 5) may not be required if there is no effluent.
However, a statement, which addresses the production of gaseous and liquid effluent while using the licensed special nuclear material, must be made.
(4)
Chapters 9 through 17 can be addressed at your discretion as they apply to safety demonstration and as such are not a condition of the license.
